OGC Nice are hoping to conclude the signing of Mario Balotelli on a permanent deal from Liverpool, according to L’Équipe. Nice have decided to attempt to sign the player permanently because they have learnt from their mistake of signing Hatem Ben Arfa on loan a year ago, which allowed him to leave the club for free this summer despite being one of the standout players in Ligue 1 last term.
Liverpool have no problem with selling the player, especially as nobody at the club wants Balotelli around. The problem from a Liverpool perspective is that OGC Nice have no intention of offering any money to sign Balotelli permanently, with the Ligue 1 side wanting to sign the Italian for essentially no money.
The reason why OGC Nice are not offering any money to Liverpool for a permanent transfer is because they want to focus all of their financial attention to Mario Balotelli’s salary. It is not yet clear whether Liverpool will accept such a deal.

In any case, Nice have an agreement with Mino Raiola and the player for a three or four year contract.
The second option is a loan deal for a year without an option to buy. Nice have nothing against this idea either, because they absolutely need to sign a striker on deadline day in order to support Alasanne Pléa.
