Goromaru has played this season with the Reds, though he was stuck behind Karmichael Hunt in the pecking order of fullbacks at Ballymore, sparking initial speculation about his departure.
Goromaru has signed a one-year deal with Toulon, with the option of a further season.
Toulon President Mourad Boudjellal said Goromaru would benefit from the influence of Jonny Wilkinson, who is involved with the club.
“It is a great player and a great scorer,” he said in a statement. [He could] become the first Japanese player to win a major title in Europe and to work with Jonny Wilkinson will prepare him for the next Cup World in Japan.”
Goromaru joins current and former Wallabies Matt Giteau, Drew Mitchell, James O’Connor and Quade Cooper at Toulon.
